Prevent adding & editing works orders - configuration option

This guide has been reviewed against our global client base and classed as relevant to all regions
Two configuration options are available which, when enabled, prevent a user from:
creating a new works order (this also affects being able to create works orders in bulk)
editing an existing works order
Either one or both of the above settings can be applied per user/group
