Configurable option for Enterprise customers

A configuration option is available to allow rule-based tenant arrears notifications to be set up which allow pre-set plans to run that depend on the current length of arrears
Configuration options include:
sending a notification to the tenant, landlord or guarantor - or tenant and guarantor
notification can take the form of a text, an email or a letter
use of preset templates which can differ for each notification set up
different set up for each office
option to exclude tenancies which have finished
