When both of the above settings are enabled (i.e. the user cannot add or edit certificates):
From the property Attributes, Appliances, Insurance & Safety tab - in the Safety Checks, Insurance & Warranties panel, the create button  add button (on right) is not available  Users will also be prevented from creating certificates via the tenancy screen also
Certificates can be viewed, but not edited
