ID 'checked by' field can no longer be changed

The ‘checked by’ field on the ID check screen can no longer be changed - it will always show as the person who created the ID check and cannot be set to any other user

This applies to adding a new ID check, Landlord Registration or Right to Rent (RTR) check, where enabled

1. Add a new check

When adding a new ID check:

The Checked by field will automatically be set as the current user and will be non-editable

2. Edit a check

When editing a check:

The Checked by field will be non-editable
