Marketing expenses - configuration options

Configuration options are available for marketing expenses functionality

1. Automatically calculate marketing budget from vendor charge

When enabled, the marketing budget will be updated as soon as any Charge to vendor is added or updated

2. Prevent editing of cost and agency charges

When enabled, once a new marketing expense has been added and saved, no changes will then be allowed to the Cost field or Charge to agency field
