Access ID check details when edit tenant name security in place - configuration option

If your system is set-up to prevent you from editing a tenant name, this also prevents you from accessing tenant ID check details

From version 12.142+, a configuration option is available to allow access to the ID Check screen even though you may be prevented from editing a tenant name
