Certificate responsibility enhancements

1. Clearer view of who is responsible for a certificate within the certificates grid in property attributes

From property attributes:

• Certificate Managed By column states who the certificate is managed by - Landlord or Agent (or Not set)
  Previously this column was titled Landlord Books Certificates with entries stating Yes/No

2. Easy to see when changes to certificate responsibility and no gas/electric flag have been made via an automatic log in the property activity feed & journal

• Changes to certificate responsibility settings (i.e. landlord/agent/not required) are automatically logged in the property activity feed & journal

• When more than one change is made, this will be shown as one entry (as seen in example below)

• Changes to the no gas/electric flag (tick box) within property/tenancy screens is also logged in the property activity feed & journal
